. complete bay area news coverage starts right now this is the 10:00 news on ktvu channel 2. >> delayed for a day republicans say they will not let a storm affect their agenda tomorrow. going. i'm heather holmes. >> isaac delivered a subdued start to the republican party's national convention but there may be a big surprise tomorrow. tonight the romney campaign said the candidate will arrive in tampa tomorrow. we have live team coverage. bill martin tracking where isaac is right now. first though to ken pritchett on how this storm could stilla peak the convention schedule. >> reporter: one day was lost

for fear that isaac might veer to close to tampa. now the question is would a hurricane isaac casa dish changes to the convention? the governor does speak on thursday. shortly after isaac is expected to make landfall. >> in session and called to order. >> reporter: about ten minutes after the 2012 republican national convention was called to order it went into recess until tomorrow. the near isaac could hit tampa hard didn't show up. winds gusty but nothing severe as beach goers returned to the sands. despite one day lost members of the delegation took it in stride. >> three days of show. >> reporter: the schedule is uncertain. isaac is expected to become a hurricane and it could hit new orleans by wednesday. >> talked about potentially going into friday. >> reporter: cory cook said the timing of both isaac and the

convention could interfere with the thursday night acceptance speech. >> coming off the seven year anniversary of hurricane katrina having a similar sized storm hits the gulf coast. republicans want to compete. >> reporter: the last convention in minneapolis was shortened a day. the former california governor and delegate chairman said if isaac hits new orleans the convention will have to make allowances for it even if it means the governor moving his acceptance speech. >> he may. he may have to. if he does he does. >> reporter: it's unclear how wednesday or thursday will unfold. we do know that tomorrow is a key day for the convention. we will see the roll call vote when the delegates state by state will nominate or choose governor romney as their nominee.

live with reports all week long. . >> in homes of stopping massive flood ahead of isaac new orleans is reinforcing the levi system. they piled ton of sand on the wall that surround the low lying areas of that estimate the storm is expected to become a hurricane by tomorrow and could bring a 12-foot storm surge in some areas. >> many areas, mandatory evacuations for those targeted areas that are expected to get hurricane level winds. >> fema has officially activated its response center. the agency covers eight southeast states and it's ready to go into whichever the storm hits. flying in and out of new orleans is out of the question tonight. all airlines that serve the airport stopped operations at the end of their schedule today and there are no flights scheduled for tomorrow. all of the cancellations add up

to hundreds of flights and thousands of passengers are now grounded and rushing to make other arrangements. >> and isaac is still a storm, it looked like it'll turn into a hurricane but this is a very weak one. it's not a strong one, category one looks like at best in the forecast models. right now 70 miles an hour winds, tomorrow night 7:00 central time. it'll be just off shore. new orleans or louisiana, it's going to be a category one. that's when it'll build. those are your hurricane warnings in red. we will come in close here and you can see it's going to be about rain, storm surge. not a lot of wind. be a category one but this will be a rain event because it's such a slow mover. that could cause a lot of problems with the levees and the low lying areas of new orleans. we are on this but that is the timeline on this. when i come back at 10:20 with we will look at the forecast.

>> and coming up tonight at 10:30 isaac's impact at the pump. how closing the platforms and refineries could impact us. >> now to the south bay where hundreds turned out for a prayer vigil in san jose to call for an end to the rash of violence there. new at ten patty lee was at the emotional event. she joins us to explain what's bringing hope to the father of one of the victims. >> reporter: about 350 people took part in the public prayer session which included a promise to stop pointing fingers and start taking responsibility. >> i like [inaudible]. >> reporter: mourning families and friends stood with leaders to form a prayer circle. >> we will pray, 24-7 to keep the city of san jose safe. >> reporter: linda laura helped organize this vigil prompted by a spike in violence.

eight homicides over the course of 11 days. danny's 18-year-old son is the latest homicide victim. the total now up to 33 for the year. 13 of them gang related prompting a new police strategy. >> it's not all gangs but gangs are one of the areas we can impact easily, i say that because if you put the right resources in the right places you can dramaticly drop crime. >> reporter: the focus on putting down gang activity is only temporary. >> strength of our city is a relationship between the police department and our community. >> reporter: getting the community to take responsibility is part of the long term solution and the turn out tonight had many here encouraged. >> this is amazing that people really do want to make a difference. >> reporter: even families numb with loss acknowledged a growing sense of hope for unity. >> once i got everybody lend me i'm not afraid.

>> reporter: the police chief expects quick and drastic results for the new focus but said it's not sustainable long term and gangs are only part of the problem. patty lee. >> also new, we have learned that a death row inmate was briefly released but he is back behind bars tonight. he was taken to sites in lyndon which where he bury some of his victims. a number of remains have already been recovered. yesterday he marked four new locations near flood road. he and his friend were known as the speed freak killers for a deadly rampage in the 80s. it took a special law to let him get of of the prison. a 12-year-old being treated in oakland's children hospital after a fall at point reyes. he was hurt at the beach early this evening and a medical helicopter flew him to oakland children's hospital. the fire department said he has

a history of seizures and may have suffered one and fallen or he may have fallen. he complained of back pain and had trouble with his memory. he was rushed to the hospital. >> a bomb shell tonight and apology from the arch bishop elect after his drunk driving arrest. as rita williams says the arrest comes six weeks before his order nation. >> reporter: he said he feels shame for the disgrace he brought on the church and himself after his arrest saturday for driving under the influence. >> he was released on bail that morning at 11:59 a.m. and his bail was $2,500. >> reporter: san diego police say they arrested him here on college avenue near san diego state, one of 11 people caught in the checkpoint. he said that he was taking his mother home after dinner at a

lawmaker on one charge but deadlocked on another. jurors found roger hernandez not guilty of driving under the influence but the jurors couldn't agree on a charge of driving a blood alcohol level of .08 or more. he was arrested in concord in march after being pulled over and failing a sobriety test. this is one of several cats found dead in a neighborhood. what is happening to them. >> new information about the chevron refinery, what is still leaking what engineers say about stopping it. >> one bay area police department invites [ laughter ] [ girl ] wow. you guys have it easy.

. new, fighting crime not just with cops but trained citizens. amber lee attended the citizen's police academy graduation and is live to explain what made this year's graduating class different. >> reporter: during the past four months dozens of citizens were given a rare behind the scenes look at how the police department works. that included riding in the patrol car with a police officer. >> today you are now part of our family. we welcome you to the family. . >> reporter: tonight was graduation for 45 people who completed the academy. it was the largest graduation

class in the program's history. the cost was their personal time. the youngest is a 17-year-old college student and wants to be a police officer. >> i want to start here. >> reporter: why? >> they say that they have a really good training here. >> reporter: and the oldest is 84-year-old ruth stevenson. she hopes to use her skills to work with the public as a police volunteer. >> we are living in a society that's very negative. sometimes you need to say something positive to people. >> reporter: to gain a better understanding of how police work they told us they rode with police officers to crime scenes, they describe it as an eye opening experience. >> i saw the body. i saw the dead body in the street. it's a human being. it's scary. >> reporter: some said they saw how hard the officers work with limited resources. >> they need people on their

side. >> reporter: one said it should extend to a police oversight commission. >> the police department takes a lot of the bumming. a lot has been going to litigation and paying off lawsuits. >> reporter: the chief said some graduate also be invited to be part of the panel to approve new police officers. reporting live. amber lee. >> the man who stepped down as the head of the oakland police department last year now has a new job. the mayor of baltimore said that anthony bates will take over as the police officer. he was chief in oakland until he left after conflicts with the mayor. especially is set to start in baltimore on september 27th. >> the san francisco police say they may have cracked a ring of cell phone thefts and in the process an officer wound up firing her weapon near a elementary school. police arrested two and detained three. a report of an armed robbery

led them to use gps to track the phone. when they found the suspect car one man ran and tried to jump the wall of st. paul's school. an officer fired at him but missed. one mother said her son was terrified. >> i think -- that was scary for my child is that he is familiar with the colorado shootings and now its here in the neighborhood and it's really scary. >> reporter: police say they recover several cell phones in addition to credit cards and two replica hand guns. >> also in san francisco investigators looking in to the cause of a two alarm fire. firefighters rushed to the three story building about 2:30 this afternoon. the flames spread to the structure next door but there were no reports of injuries. it took about 40 minutes for firefighters to put out the flames. arson has been ruled out as the cause of last week's fire at a church in san leandro. it broke out wednesday at the east bay korean church.

at the time investigators said they had received reports of arson. officials say they don't believe that's how this fire started but they are still investigating. >> fears of armed robbers on campus forced the lockdown of six school campuses today. it all starts about 1:15 this afternoon after a hold up at a wells fargo bank in the 2000 block of camden. investigators say they escaped on foot toward the school and that's when police called for the lockdown. san jose police say they finally arrested one suspect a short while later in the area and a second suspect about an hour after that in a car on highway 880. >> in san mateo a hazmat drew was called out to a hotel after a woman was found dead possibly from chemical exposure. authorities say that they think her death was a suicide. the woman was found in her hotel room on bridge port. authorities have not said what

chemical may have caused the woman's death. the scene was secured and other hotel rooms were evacuated until authorities said it was safe to return. >> smog producing hydrocarbons still escaping because of a august 5th fire. investigate many have been treated for breathing problems and eye irritation and they want to foe what it is they have been inhaling. they are boeing told it's still under investigation. >> interested in what's been going on in terms of the air sampling. >> what type of chemicals were released and will they hurt the citizens? >> reporter: chemical engineers say that the leak has been isolated and will be stopped tomorrow. bay area air quality officials say chevron faces a 25,000- dollar a day fine for the violations. >> people who live in the san jose neighborhood say they are scared after some of their pets

we had a lot of fog burn off late in the day. out in the golden gate park. fog will return late tonight and early tomorrow morning. it's not a dominant fog bank. looks like more clearing tomorrow afternoon along the coast as you go into the late afternoon temperatures will start to warm. those are 90s and around us we have lots of 70's and upper 80's. we may see a low 90. tomorrow temperatures a lot like today. a little warmer. 10:45, back to the forecast. i will let you know how warm it'll be toward the middle end of this week. >> officials at yosemite report that a second park visitor has died from the rare and deadly honta virus. four tourists have had the virus, spread by rodents. the cases all linked to the tent cabins. people who stayed in the cabins are being told to seek medical attention. it can take up to six weeks for

have two options. out of gas or pay the price. >> i can't even drive anymore. it's hard. >> reporter: today ken johnson bought enough gas to get him. $5.52. news that isaac could potentially drive prices higher has ken considering walking 40 minutes to work. >> might be -- cost a lot of money. >> reporter: it's expected to hit the gulf coast tomorrow. after that it could hit gas petroleums across the country. >> any time there is a shut down of the refinery or the pipeline that causes gas prices to shoot up because of speculation or fear there may be a lack of supply. >> reporter: you could call isaac the perfect storm. it's on the heels of other gas hiking events. a refinery fire last week that is still burning tonight and the fire at the chevron in richmond. right now the average price of gas in san francisco is $4.22. that's up 33-cent in the last two weeks. >> up and down a lot of

already mapped radiation levels in new york, washington, seattle and las vegas. in oakland. >> the state senate approve aid measure to ban the open carrying of unloaded rifles and shot guns. the police chief's association called for the new law when open carry supporters started carrying long guns after a bill banning the carrying of unloaded guns. ab1527 passed the senate by a vote of 2315. it would make carrying the unloaded long gun in public a misdemeanor. . >> investigators today released a report on the cause of last year's deadly crash at the national championship air races in reno. it killed the pilot and ten people on the ground. officials with the ntsb said the plane crashed when an air craft tail structure failed.

back into the coast tonight but not a lot of it. not like we have seen the last couple nights, then tomorrow evening. the winds are -- blowing about 15 miles an hour ought of the south-southeast. maybe a little westerly. you get the picture. a little bit of fog. the marine layer over the weekend really thick. that's why temperatures dropped off so much on sunday. got really -- the cool air spilling up overall of the coastal hill. what happened today was the marine layer squished down a little bit. it didn't get real typing. the air quality issue. it did squish down and that's why temperatures came up. it'll stay a little compacted. not real thick but in here. we -- temperatures tomorrow a little warmer than today and very similar to today and as we go through the week lue see that in the the five-day. the temperatures will be similar right through the week until we get to the weekend when things cooldown.

what -- subtle changes, a lot like today but warmer for most of us. warm, upper 08's, low 90's today. the high pressure dominating. what you need l was that low. you see it moved off. we had that low off summer. when that leaves that allows temperatures to come up. days getting shorter. late in to the summer season and you probably felt it out there. a bite in the air the last couple days, little fall like and that's where we were headed with temperatures tomorrow 85 sonoma, 85 saint helena. 85napa. warmer than today but not massively. 89 fairfield. the forecast in the inland bay valley, 90 brentwood, that's real close to what we had today. 75 haywood and san leandro. air quality not an issue. this type of pattern worked outo. we will not see a spare the air day or a red flag warning. those are the things i point to you because -- late august, fire, bad air quality. we have not had many spare the

air days this year because of that persistent low pressure center. it's not there now but it's getting late in the season. the high pressure will warm up but the air quality, fire danger not very high. the forecast -- the bay area weekend in view shows the cool off as you head toward the bay area weekend. little more of the same and -- bright and early tomorrow tracking isaac which will probably be a hurricane, category one by tomorrow afternoon. >> new models tomorrow. >> yes. >> thank you.
